The freighter is designed to rearm capships that are out in the field. However it is rather cumbersome to use, requiring purchasing of the freighter itself, equipping with other ship's parts (which means you have to go through the sub-menu), flying to the capship in need, ejecting cargo in front of it and hoping the lumbering capship can pick up the items before they expire. Nine times out of ten, it's easier and faster for the original capship to just return to the shipyard itself.
Even when it is seen it is probably only a "joke ship", attempting to clear camped alephs by absorbing the mines, ramming enemy fighters to death, or blocking enemy stations' exit doors.
