The constructor is a drone ship which flys to an asteroid, dives in, and constructs a station from within. Different stations require different types of constructors; and some require certain, rare types of asteroids. Constructors are divided into two types - small constructors that are used for minor stations, and large constructors which are used for techbases.
As the primary way of expanding your teams territory, constructors become target priorities for both teams and should be escorted at all times. Each map has a few sectors which become critical, being either choke points or useful to launch attacks from. Early game strategies often revolve around securing one of these sectors for your own constructor to build in.
Choosing which asteroid to build on is also important. For example you want an outpost to be close enough to an enemy sector that you can launch attacks quickly, but not so close that it can be bombed easily. A refinery will want to be central to the He3 asteroids so that miners don't have to travel far. Teleports should, if built next to an existing station, be built on the side of the station with the green door so pilots returning home don't have to fly around the station before docking. And so on and so on.
The costs and requirements vary according to the station type. Most minor stations have no requirement (can be built at any time) and will launch from your oldest station (normally your home garrison). Most techbases require you have a garrison and will only launch from that.
