Having ints central to the game and widely available is not a bad idea in itself. You just cannot do it like that, you need to completely reinvent exp with another ship class for it to work and make at least mg upgrades available through techs. And yes it'd be a very different game... but it'd probably be a lot easier to balance out then now once you figure out the exp situation.

Want bigger games? Log on to play at the official game time: 9pmET/8pmCT/7pmMT/6pmPT every day of the week. Also Saturdays 8pm UTC.
Make the new exp-class ship an exteme version of the current int - much less fuel, even higher firepower and thrust, and almost useless against miner hull so its truly a defense-oriented ship. The current ints/heavy ints would still be available for offensive operations. And you would have access to HTTs for endgame, rather than just variations on bombers.
Of course, I'm not actually suggesting this be done. Although possible it would be an incredible amount of work to rebalance everything especially considering the all-volunteer staff.
