Rix figs still should beat TF scouts in a 1v1... but that's not the issue here.

Sure, Rix Figs are a little worse for wear if you have your whole team meet their whole team in a furrball. So DON'T DO THAT. Get Enh Cons to start so your constructors are tougher and faster. Spread your scouts out, one on each path in hihigher for example, and have the rest of your team in figs. When you see their con or their miners, plant your con first and set up to bum-rush their con and kill their con. Split the cons so you can take more map at once and have a commander pop out in a scout at home for homerip.

Int factions have a huge advantage when it comes to defending and attacking in one specific area, and they always have. Rix with SRs has the ability to simply avoid facing off like that and can simply be more flexible around the map. Remember how scary it was when one Rix scout is near your miners and you don't have an int or fig in sector? Now it's even more terrifying because instead of needing to rip in 2-3 more scouts to kill the miner, a single fig rips in and you've got 3 rix gat1 on that miner which is basically what you had when one fig got on your miners in the first place.

The problem is that you want to fly every faction like it's an int faction and focus on DMing and whether or not you win the DMs. That's never been an issue in PUGs (SGs are a different animal altogether and I don't think we've ever seen a core balanced for SG play specifically)... you can lose an opening furball and win the game. Hell, you can have pilots that are significantly worse at DMing and still win the game so long as they pay attention: the @#(! that matters? Scouts, bombers, and miners? They don't dodge very well and most of them are quite large.

There are currently 2 lt int starting factions. IC is getting stomped by everyone except Belters, and Dreg only beats IC, Phoenix, and Bios. If you've ever seen me command Giga you'd understand how to win against factions that have "stronger" openings than you do. I command Giga Sup for the most part even with the @#(!ty-as-$#@! gunmounts on enh/adv giga figs and do fine, and you know why? Because we don't $#@!ing bother with shooting down enemy ints, we just bee-line for the miners, dump a @#(!ton of damage onto them, and then rip out.

With your final point, this just makes Rix significantly stronger in small games. It's a perk in all three sizes of the game but as more players enter the game, the more crowded the important sectors are. In small games rix can have a higher percentage of their team just simply be in any sector at any time.

Stay aggressive and don't be afraid to plant cons short.
