I see all the vegas products and some are quite expensive. It looks like the basic 50$ one (Vegas Movie Studio HD) has everything they would need. But, there are a lot of other varieties and I just want to make sure.
I suppose I should say what they want to do:
- Create a nice menu or something
- Some nice transitions
- Cut and edit parts of songs into wherever
- Make a DVD out of it that will play on a regular dvd player
- Have video and slideshows/still shots in the same part
So, not too complicated, but in my experience freeware skimps on a lot of stuff. As long as it can do that then we're golden

I know you're avoiding spending any money, but in my experience, free video editing software is simply more hassle than avoiding spending a few bucks is worth.
Roxio Video Lab HD is about $13 on ebay and the info page for the product seems to cover your bases.

Vegas video can make HD time lapse vid's
Vegas video can run zillions of independent mods (transitions, menus etc etc)
The best transitions are the most simple. One second fade in and out ....with a good sense of timing. = cheap and does look dated.
