250-300ms I would say. We have some RT's who are often stuck with pings around 400ms or even higher - but they can still probe and/or sit in the enemies' home eyeing stuff.
Anything under 150ms is great!

I'm sure I'm not the only one frustrated to have 600+ ping people jumping around. I think there should be some sort of minimum required connection level. Fuzz's 1s+ ping was just ridiculous. One could mostly just ignore him, but it was still annoying. It would also sort out those who feel it's ok to have a torrent running in the background and play with a fluctuating ping of ~700.
It will be 2010 soon, so this stuff should surely be getting better.

Most of those have enough active players at any time to have multiple running servers, however.
