Basically, Crono thinks Exp is perfectly balanced and if anything is ever taken away from it it must have something else improved to compensate.
Usually though, "skill" is used to covertly mean "match the game exactly to my level of competence." Anyone who is at all worse than me should fail utterly (and humorously!) and anyone better is clearly too caught up in the game and their opinions shouldn't count.

Crono, that was/is sig 100 before the faction modifiers and GAs. Get it right.

Lux HTTs and Belters light booster HTTs is a good idea.
For the Lux, I don't think an extra missile would make it Lux since you don't need an extra EMP.
Maybe something like lower sig or more hp or ability to mount heavy cloak.
A stipulation you could have with the heavy cloak is that only heavy cloak 2 could be loaded, requiring them to go Starbase as well.
