By lead indicator do you mean the thing around the crosshairs that changes from red to green, or the cross that tells you where to point? Because I only see the color changing indicator when I play TF

Targetting reticule = Always located in center of your hud. Turns from Red-to-Green when you point your ship in the general direction needed to hit your target. Also called a Cross-hair, and is available on all ships except escape pods. Several mod's changing the design can be found on mesial's site.

Lead Indicator = Smaller circle (could be a cross depending how you define it) that follows your target around on the screen showing you exactly where to place your Targeting reticule for "maximum" accuracy. Seen most often in regular games on SF's, Turrets, and hvy scouts. TF enh and Adv tech ships currently get them as well for a faction perk. For instance, regular scouts TF don't get a lead indicator, but adv scouts do.
