This is ueber strange :/ This will need some looking into.
As for the hotfix, it becomes available ini Windows Update after you reboot after installing Service Pack 1 for .NET 1.1. Try this way.

If your Windows is say, French, you need to install that version of the runtimes.
This is indeed very strange.
OK, after doing some research, it seems, that this problem *might* be caused by *some* AV suites. None of the threads I've read seemed to find a real solution (or cause for that matter) to this. Most didn't even have a clue WTF Xenocode is.
It appears to affect .NET soft obfuscated with the newest release of the Xenocode lib, the same that is used in current ASGS build. That incudes ASP based web apps (which leads to stupid recommendations like 'Update to Firefox 3!!!11one!' or 'OMGWTF Stop using IE' for people who see the nice ASP crashlog page from IIS instead of the requested site).
Or in simple words: it happens (very rarely), but noone seems to know why or how to fix it. For now, try getting rid of your AV (if you have any) and try launching ASGS (you can disconnect from the net, it doesn't matter if you're connected, just uninstall the AV, see if ASGS runs without it installed, if it does, it's time to go get a new AV).
If replacing AV does indeed work, please post the AV make, model and version here for future reference.
