i dont think the @MERC is a good idea, most @CDT are picked up by squads b4 they graduate anyway or can apply to squads anyway :/

having a squad for unquadded people just doesnt make sense. @Merc will grow into a squad eventually, you cannot keep it from becoming one. No good idea, imho.
