I think this has more to do with trump than anything else. MS has been doing this since forever, and its not even with 365. Their Office suite will randomly send chunks of your data back to MS if there are bugs encountered for diagnostics.

I agree, the US has a dominant market position in cloud related services. Noticed it with Google and Huawei Android, it virtually turns their phones into discount bin devices.
The problem is, Google is really good. I can not remember the last time I had trouble with Gmail. Also works nicely with an adblocker. Outlook.com does odd things with the recyle bin, where I can still opt for restoring files. And it complains I should get a paid version to get rid of ads.
Also I do not believe there are many companies using LibreOffice.
