How Phoenix ranks the commanders of the game...
Tier S: No one (only Aarm and Spidey have made it here)
Tier A: Vogue, Dome, Phoenix1
Tier B: Ryujin, Drizzo, Botzman, Blake, Phantom 032, Weedman, Mastametz
Tier C: Sarajevo, Thallium, UncleBuck, The Alaskan, Cashto, Vortrog
Tier D: Tyrh, Yiggz, Chakotae, Boe
Explanations:
Tier S: Can win almost regardless of their team and techpath, always one step ahead of their opponents.
Tier A: Very solid grasp of the game, can almost win regardless of team OR techpath (but not both), firm grasp of how the settings affect the game and how to approach various maps.
Tier B: Good understanding of settings and map, good enough to generally draw a stack, dubious grasp of certain game concepts.
Tier C: Little to no understanding of maps, settings, or the strategy of the game, tends to use builds that are copied off the wiki. Tends to rely on conventional wisdom without truly understanding it. Generally have some very obvious ways of looking at the game which can be exploited.
Tier D: No understanding of the strategy of the game, may understand one or two maps by rote and one or two factions and their preferred settings. People here are either so predictable that they can simply be dismantled or they are unable to grasp certain very key concepts such as expanding or attacking miners.

It wasn't posted in public because it wasn't ready yet. Tier lists are fluid things that change based on observations. For Masta and Drizzo most of what I had to go on is what other people have told me about them and my vauge memories of Masta and Drizzo from several years ago. Expect an updated list in Two Weeks tm... but some basic rearrangments would look like this:
Tier S:

Drizzo is another I'm unsure about, it's likely he sandbags against me, and most of my experience against him comes in Squadgames (same with Vogue) but MECPK vs SysX isn't even at all, so there's some question as to whether their stomping us has to do with Drizzo's command skill or the fact that Drizzo + Sheff + Vogue could curbstomp 90% of MECPK even if we flew at them at the same time.
Vogue is clearly #1 and commanding against him feels like commanding against Spideycw at times... though he lacks that little bit of "I don't care who's on my team or what the factions are, it's going to be a stomp anyways" that Spidey managed to pull off in his heyday.
Blake is another one who could move a lot since I don't have that much experience with or against him.

The tier descriptions only reference game mechanics and strategy. I find commanding is only maybe 10% mechanics and 20% strategy, the rest is a vaguely defined term called leadership. Most commanders are not in the same tier as Vogue, Dome, Drizzo, or P32, but saying that they don't understand key concepts and copy strategy off the wiki is frankly insulting.
