It should require a Drydock, as it should be an end game tech, only in games where players accept that. And yes, it would need to be very expensive and at the end of the Tech Tree. If implemented in such a way, I don't think many people would really have a problem with it.

Why ? Because last I time I checked core devs lacked either imagination or balls (or both?) to try new stuff in their core
I can think of plenty usage for one-sided res and no need for it be expensive or a sy tech, just think different DM, range, etc.: towers and mines wiper, sector wide deprober, sector wide or limited deshielder, sector wide small bases nuker, sector wide asteriod/he3/special rock nuker, etc
just make sure to put these in EXP tree otherwise they will never be used ...
The one side res, even if it has a limited range, would break up any camp. The attacker wouldn't have to worry about mines or campers.
