Ok so there's a whole class of tech that is really useful and people want to buy it but they don't because it is either stuck in starbase and nobody wants to pay to upgrade that or its in an odd place like adv tac and it makes no sense to get adv tac just for that. Examples are: nan2 and seismics.
So here's what I propose: put all this tech in the garrison, but make it so that it doesn't become available until you build a tech base, or maybe get an adv tech base.

... why bomb it, you may as well just build refs on every rock if it would cost you $5000 to kill 1, you get that sector super probed that way too.
