May have been mentioned in the wish list and I also know it's been bandied about before over the years. Just give all factions opening lt ints. At least that way it can still be somewhat fun when the tech base blows up.

No.
While it has merit, it also has 2 main problems, first of course being that it waters down faction diversity and opening moves, second and possibly more important is that noobs love missiles, and a lot of noobs will enjoy starting ships diversified as they are in most cores rather than being stuck in an int, also noobs will be more effective (marginally) if they are in a fighter (unless they can aim of course).

Naw, I don't think this is a good idea either. Given the choice right now between figs and ints, it will always be ints except for rix. Speaking of Giga, how about just giving them pattys as basic tech and not have to buy it? Just a thought.
