Rank-scaling is something that'd need a code-change where AllSrv is concerned. Fortunately it requires minimal effort when performed alongside the changes required to make autobalance work or displaying commander skill in-game etc.
What you should be noticing by now is a tendency to mention, in passing, potential changes before they happen. This way you can all vent spleen in dribs and drabs as opposed to all going nuclear together.
