Lets say you give 100 kids $1000 laptops @ $100K. Actually, lets set the annual entitlement package at 200K for an 16 year run (we'll include a free four year degree program for the 10 top students).
Let's also assume that 10 of those kids goes on to enter mainstream society in a 100K+ job (at 15% federal tax rate, which I'm being quite generous about)then you will recoup your investment after 21.3 years (MrC, math check!), considering that without access to those entitlement items, there would not be a 10 students @ 100K yield. Thus, I'm seeing this is a positive investment opportunity.

Seeing as this is an internet forum for a 10 year old video game, I'm going to be quite surprised if there isn't more than a few people hanging around who had a very hard time in school, even if they were in an all homogeneous racial and sexual environment.
People in groups will perform people in group maneuvers.
I'm going to venture that if DK was in an all-fox furry school with everyone wearing the red collars while he had the lone white collar he would either be: A) The captain of the universe and a-no-1 cheerleader banger, or
Chief toilet bowl inspector and head wedgie magnet.
If you took a bunch of kids away as babies, raised them in isolation of history, you would find they would organize into groups and beat up the outliers.
That's what keeps the hopeful monsters from poisoning the gene pool. Not every (choose your own adventure: (evolutional mutation), (gods turn of the wrench)) leads to a success.

As far as modern finances go, Taxes paid by US citizens are a drop in the bucket of the financial woes the NA have has to deal with. If they got a nice new laptop for 1k, it's because the BIA "lost" 10k of the NA cash. On top of that, the land deeds that the BIA was supposed to keep track of were tossed about in rotten building, eaten by rats and @#(! on by birds. This made it even easier to keep chipping away at what little land the NA had. These dominoes fell faster when Uranium was found under reservations. When I was in Phoenix, I looked at a city plat map and saw that the river beds were listed as part of reservations. This is so there could be no "net" loss of reservation property during resource reshuffling. Sure, try and use a flash flood zone for anything.. good luck. This story continues today in various forms. I included the info of the early contact as the first and worse impact. Read 1491 for older history. Take a class for more recent events. I have done both. While I have never had an issue with NA, it behooves anyone who has a personal issue with a people to educate themselves about those people and find out why there is conflict. This is how we overcome bigotry and racism. Don't be all butthurt about past events, learn and grow from these experiences.
