Well, Moon Breakers, at slow hours, usually has about 3 to 5 people per team, yet the down time between games is very short.
You don't decide what team you join.
The next game starts automatically regardless of team readiness.
Everyone is in one map that is basically the size of an allegiance sector, some larger.
What Allegiance needs is constant momentum, and a kind of system that brings players straight to the action in as little time as possible.
What causes most new players to leave?

Aptest is right.. although there ARE issues with complexity. There is a reason why we say go read the wiki. There is a very strong "wtf do I do now" component in the game which needs to be taken care of, and a lot of times if you don't do a job properly (probing for example) it's really not worth doing - so about the only two things newbies can pick up quickly is flying around in circles spotting things in a scout and nanning. That's what I'm talking about in #1 above and #2 and #3 will cover rapid game starts/downtime.
I should also add, since it's regarding down time between games, personally I don't see much hope in a non-commander mode that changes the game significantly. I'm not saying it's not going to work, it however would take many iterations for tweaking - time we don't really have. A no-commander mode that DOESN'T change the game much at all (basically just start with nobody donating and implement some lobby UI changes to emphasize the fact) is certainly easy to do and may help. I would actually put that in for the next release.

I really think that we should somehow implement PIGs (NPC pilots) and commanders could start 15v15 game with 5 players and 10 NPCs.
When a PCs join a NPC leaves game so it stays 15v15 (or some other configurable number before game).
There is some work left for NPC implementation, can some dev who is more into this topic give us some info?

I used to play this game back around 2005. Seems like ages ago.
I stopped playing the game back then as I had to concentrate more on high school. After high school lots happened with family so somewhat forgotten about the game.
A few days ago me and my buddy were getting bored of playing CIV IV for the 1,000th time and were thinking of a new game to play together. Then I thought of allegiance. Decided to check out the forum again and download the game.
You asked what would bring me back to play allegiance. Two things would cause me to return. One or the other.
First Is if I can convince my buddy to download and give the game a try. Which is looking likely as he has taken an interest in the description I gave him.
Second: Is if the Star Wars core is played more. Simply because almost anything Star Wars is awesome even if it is completely broken.
My new call-sign is SuperMario_3 hope to see you guys in the game.

I haven't been here in a while, so my last memory of this place (and this very same topic) goes something like this:
GUYS, STOP BEING ALARMIST, THERE IS NO PROBLEM. THERE ARE NATURAL PERIODS OF GROWTH AND DECLINE, YOU ARE STUPID. NOW LEAVE ME ALONE WHILE I FLAME NOOBS/COMMANDERS/BAD PLAYERS. CLEARLY THERE IS NO REASON FOR PEOPLE TO LEAVE.
^ Was half the community around the time I stopped playing. Luckily for that group, this is no longer pushing people away. There are now so few people playing the game, that newbies see it's dead and leave before anyone has a chance to flame them!

Noob player leave cause there are only 5 hours per day when you can play with other fine. The rest of the time, there are nobody on the game. And when a new player come, and see nobody on the game 2 or 3 times, they unistall the game. Cause they don't know game prime time ...
Just need to "organize event" or say on the launcher when game have great chance to be played. For each new player who come : a message when they launch ACSS
