When can a commander boot?

A better analogy would be a police captain berating an officer or a detective for shoddy work, when the parter suddenly pipes up and says "CAP'N, YOU, SIR, ARE A $#@!ING IDIOT!" in a loud and obnoxious voice. The partner would get suspended, I'd suspect.

That is what it is like when you're repremanding a pilot or the team and someone does the 'Somebody shoot the commander' VC.

And using !mute when your a commander IS NOT A $#@!ING OPTION. The only way to deal with it is telling them to stop, or booting them. I seriously doubt any commander out there would mute a pilot rather than boot them.

Still don't like getting booted -- hope to avoid it with TS when u are comming.
