Having problems gettin this installed on OS 8.1 hope something didn't get broken along the way but it appears to want to use the HKLM instead of HKCU

Are you trying to install it on a non-admin account?

apparently VC++ fails to install properly on win 8 machines that are missing certain windows updates. After updating win8, VC++ installed correctly and alleg launched properly.
seems to me that if a necessary component fails to install, that the user should be informed instead of continuing with the installation.
