Also, self propelled kids are a bad idea. I suggest weights or some form of wall mounted restraint system.
Well Rav, I hear that the system of weighing down kids with biodegradable materials permanently attached to their bodies is well in the works in the UK and the USA. It's been dubbed "O.B.E.S.I.T.Y" and is producing quite good results. Although complete immobility has been achieved only in some test subjects, the average slow down rate is enough for the kids to be slow enough and the energy expense required for movement high enough, so that the child is sufficiently deterred from making any sudden movements or traveling distances allowing it to leave the premises of an average household.
Although total immobility might seem at first glance the perfect kid induced annoyance repellent, it might actually cause nearly as much annoyance as it removes, i.e. the child will be unable to run around a restaurant, arms flailing, which is obviously good, but at the same time, it will not be able to reach the washroom by itself - it needs to either be carried, or to have it's diapers changed (a real hustle when you are dealing with anything above the age of 4) on a regular basis.
In conclusion, what you should be aiming for, is mobility rate reduced just enough for the kid to be able to cover the distance from it's gaming location to both kitchen and toilet (but not back!) in one go. This way, it will become self sustaining and the annoyance caused by it will become minimal.
