My incentive to not play is being faced with the choice of either having to join the team that's clearly going to lose, or sit and wait 20 minutes to try and stack fly for my favorite of the two commanders.

The most competitive players of any game are the ones that fuel the game at its core. Every time a game makes a change that discourages the ultra competitive players from playing, the game gets worse. The competitive players leave, and then eventually, everyone else follows.

I actually like this idea better for one particular reason --
If the team with a higher rating is down several players (due to drops or whatever) instead of people getting penalized by 10kb for joining the ONLY team they can, they get the standard but no matter what, joining the underdog gives you a slight boost.

I liked the idea of encouragement for antistacking till I thought of this -
"Hey guys, we're getting ready for a big push on the enemy garr, yet we're against the stack, a few of you need drop off and rejoin under a different callsign to get better kb and improve our chances. thx"
Edit:
To be honest adding another game mechanic to fix what is a game balancing problem seems a bit excessive IMO

That's why I suggest it be a KB Modifier.
You start with the 10, but the team that's down gets more KB per kill depending on how bad the imbalance is.
Like, if you would normally get 10KB for your first kill, you'll instead get 15-17 if you're on the team that's down a lot on players and rank.
Joining would only have you at a 10. If you just killed someone after dying, you'd get something over a 10.

There's about half a dozen reasons why this is a bad idea. For a starters, the ranks that any such mechanic is based on are almost universally agreed to be a pseudo-accurate approximation, and so the mechanic would share any inaccuracies. Then there's how to gauge the size of the perk, because kb is used differently and has a different amount of consequence in from one game to the next. I could go on.

I agree with Hyro, the simplest way to negate the effect KB currently has on games is to get rid of it.

so 0-15 KB depending on the stack/anti-stack you are (or are not) a part of.
noobs would always start at 10KB, just like normal.
a big anti stacker could be joining the game with 15KB.
a NOAT camping stack whore joins with 0KB.
getting rid of KB altogether could be flushed out into yet another game option setting (mission parameter) and i feel is another topic entirely.

Just give those who can't hit squat more KB regardless of what team they join.
Maybe then players will look like they're getting better.
