I think its just common knowledge. Same goes for Bios. I am reasonably certain however that dn 4.5 tf enh ships did NOT have lead indicators, and were added in 4.6 to offset their 20% firepower nerf. Then when we reupped the ROF with CC we kept the leads on enh ships.
As far as the plas gen issue they are fine, just more difficult to avoid because you cannot see how far it will hit you from, whereas prox/mp has a cloud you can easily see and make a better judgement as to avoid it

RT did as well with SysX joining them as reinforcements to make the match even in numbers vs. ACE.
edit: also, I think TF is fine. Generally takes me a while to warm up shooting with them as my aim is more attuned to dissipation...

Lead indicator has been in DN TF long before 4.5.
