I have no complaint about requiring Starbase to do the research. If at one time it was required, does anyone know why the requirement was removed?

Old way:

This change was made to slow down Rix Hvy Scout rushes, by effectively making them 10k more expensive.
Usually though, "skill" is used to covertly mean "match the game exactly to my level of competence." Anyone who is at all worse than me should fail utterly (and humorously!) and anyone better is clearly too caught up in the game and their opinions shouldn't count.
They were made to replace the double-missile packs (you could fire two seeker 3's at the same time at the same target, for example). Also, juckto wins at explaining how to get heavy scouts. My opinion on the matter is that Crono has denied the possibility of this being a valid vote by having stupid vote options. Take a statistics course man!
edit : Seriously though, this would sort of make sense but only if you brought starbase in line with other techs and only required a garrison to get adv scouts.

Adv scouts should be normal gar, should have been normal gar before i started playing.

What? I have three 'yes' options and one 'no'.
