I was joking when I first posted this, but I talked about it with Noir and apparently Rix is consistently the lowest-winning faction in DN and has been since the release of 4.5. And unlike some members of the forum community, I strongly approve of Noir's attempt to try to balance based on qualitative win percentages.
I agree that Rix is a lot stronger with a competent team (frankly probably the strongest faction), but there are things we could do that would not make Rix significantly stronger in SGs that would make it signficantly stronger in PUGs.

The problem with reducing SR scout cost is that is the exact type of modification that doesn't scale well. It doesn't help Rix much in small games, where Rix is generally less powerful, but it would really help Rix in big 20 v 20 games where Rix is already powerful. The biggest thing that would help them in a pickup games, while only slightly improving their organized game effectiveness is improving their pitch rate. This would help the newer pilots that you see more in pickup games and don't know how to fly Rix, without helping those that already know how to fly Rix as much. Of course, the biggest problem with that is it does reduce one of the unique features of Rix.
