I think best way to help rix out is to either lower the cost of sr scouts (it costs as much as a bbr? and you can die easily in it) or sup the sr scout up, like faster speed, or lower sig. I think this will prevent that all important ship from being left out and not used after the first 5 minutes of the game.
Lowering the sig of the SR would be a bad move, as I think would upping it's speed. The enemy needs to be able to kill these things if they're going to be balanced.

I think the thing to remember when trying to balance the factions is to decide if we are going to balance them for squad games or for pickup games. Some techs require more teamwork than you see in an average pickup game to be dominant. Nix Vanguards, TF fig/bombers, GT PT bombers and Rix SR scouts all come to mind as tech that are devastating if used correctly, but are rarely used correctly in a pickup game. I'm not sure whether we should balance things as if they are used correctly or not, I just think its a good idea to think about how we want factions balanced.
