What probably really happened back then is:
The move to Steam broke the Allegskill, because that is all implemented in the old server tool in SQL. So BT had a choice to re-implement it which would have been hard, or let people who never liked Allegskill make their own point based system, which is a lot easier to do.
As with many other choices, he chose to rush the Steam release. Once again it comes to bite his/our ass.

If it was the case that AllegSkill could only have been implemented on STEAM with a huge amount of man-hours then I wish BT would have told us that. There's a world of difference between implementing the point system on a whim and implementing the point system because BT didn't have the manpower/expertise to implement AS.

Perfect or not, players ended up falling into those buckets and the Majority Of The Community seemed fine with it.
While there was a separate commander rank, it's not like anyone ever saw that In The Game. It was a vanity for the people who actually had time to jerk off to the stats table.
There's a new sheriff in town.
And in the AllegSkill era you were about an 8.
