This has been discussed in enforcement, and yes, if he violates the ROC, he will get banned.
Problem is, I havent been around when and if he has violated the ROC. Stupidity isnt bannable under the ROC unfortunately, but it is under commander discretion.

I've had minimal amount interactions with him, but I do know how annoying he can be. (Seriously, dude, I'm not giving you a bomber, quit spamming)

But I don't know where people got the idea that he has mental issues. Not saying that he doesn't, but why do you guys think that? Is it only a guess on our part, or did he say something about it, or something like that?

No, I think he is genuinely that dumb. Whether he has an actual diagnosed mentally handicap is somewhat beside the point.

Regardless, he is a source of irritation for some, and a source of amusement for others ... but thus far his presence has never been outright disruptive.

I disagree. Hostaging the server, spamming "MY SERVER" on all chat, consistently spamming for bombers, and flying around trying to shoot his own team because he is pissed is disruptive.
