What kind of person wants 20 children to suffer through stab wounds/severe emotional trauma instead of just allowing them to die outright?

Current weapons on the market are not efficient enough. Ban all the inefficient weapons so they have to use more efficient ones on the next school shooting... at least the kids don't suffer from wounds.
