The installer is broken. A few dedicated newbies have figured out how to get it working but there are probably many more that quit before they get to the lobby screen.
Just an fyi, of course, but given the sad state of affairs in prime-time I'd say fixing the obviously broken @#(! should be top priority atm.

Nothing is keeping anyone from making a new Allegiance community, in one form or another. Not saying it would be easy, just saying there's no obligation to stay at FreeAllegiance to play Allegiance .
