The commanders commanderskill should be added to the teams allegskill sum as well. That would go some way towards taking commander skill into account. Not perfect, but much better than ignoring it llike currently.
Well, figuring out a way to handle it is an open question.
Adding the command rank as well could be a reasonable starting place and see what happens from there.

Take something like Counterstrike. Both teams are on a pretty even footing every single game and the only real variable is player skill. Play 50 games of Counterstrike, and TS can tell who is good and who sucks, no problem.
In Alleg, every game also has the variable of commander matchups, game settings and faction balance on top of player skills. So intuitively it would take a lot more games for TS to arrive at a decision since the effect of these variables should be factored out.
Why not simply base rank on 'Points per Hour'? And include them fancy formulas which put a cap on it and make it grow slower the higher you go and such...
