What is AFS?
Allegiance Flight School is a training course for complete beginners. It aims to provide a single source covering: Installation, community, game basics, "game manual", how a game is played/won, and starting roles. It concentrates on the use of the scout. It can be accessed here.
What is Cadet?
Cadet is a training course for beginner/intermediate players. It expands on the material covered in AFS and introduces how to use more advanced ships, such as the interceptor, bomber, troop transport, etc. As a general rule, completion of AFS is required.
What happens in the Cadet course?
The training program has a number of lessons which you read yourself, and a private forum that you can ask Cadet/AFS instructors any "silly" questions you have.
How do I join?
Sign up details for both courses can be found through this page. The New Players forum is open for all to post in.
How often do Cadet courses run?
AFS is continuously running, and can be joined and left at any time. Cadet II is a little more irregular, generally running every 2 months.
How much time does it take?
Both courses are self-study. The material is there for you to absorb, and then ask the instructors for anything else you're curious about.
As such, you can be as involved or removed as you like. In saying that, the AFS has no time limit, while Cadet II runs for 7 weeks at a time.
I signed up for a Cadet course, when will it start?
It varies according to the volunteer admins' real life, and how many people have applied, but they try and start soon after the last session has finished. Your best bet is to keep an eye on the News forum
I signed up for a Cadet course, and it started, but my name isn't on the list. What do I do?
Wherever you found the list, add a comment explaining your problem. Don't forget to state what names you signed up with.
Oops, I didn't realise the Cadet course started. Can I sign up to it late?
Yes, up to one week. There should be a post in the News forum about the new course starting. Add a comment on that saying you'd like to sign up late, and also fill in the appropriate sign up form.
I want to send a Private Message to one of the Admins about a problem with my application, but I can't. What gives?
Our forum was targeted by malicious spammers and so the board admin disabled PM privileges for anyone who has less than 10 posts.

Is there any share of "practical instruction" in the Cadet course?

1. team-chat:
How to read the cryptic abbreviations that supposedly tell the team what is going on
and react accordingly
2. Taxi-Drivers test-run:
Your instructors will rush you through a series of location-changes ... be there asap
in the right ship and as a wing
3. Dogfight:
Go down against the instructors again and again and learn the most basic tricks to
at least not go down instantly
4. Bombrun:
Mount a bombrun in a group of 4 ... the intructors will point towards improvements
etc.

Pretty much yes. Between the forum- and wiki-based content, plus the training sessions (held when possible) they would cover those things of which you inquire. Except maybe the dogfighting. We don't want to focus too much on dogfighting, but occasionally some of that is thrown in under the guise of using your thrusters and leading your target, etc.
