Microsoft appears to no longer host the Allegiance Source Code.
not solved, the source code category still provides a link to the MS research site which seems to no longer carry the original package. the original package was not complete, it missed some important files in the Test/ folder.
I setup http://sourceforge.net/projects/freeallegiance/files/ quite some time ago for this exact reason.

These bugs haven't been fixed yet because don't have any developers interested in fixing them up. --Tigereye
