To the "You have been booted" screen, perhaps with a "For more information on booting, see this page (opens in a browser" ?
Or when the player clicks, instead of opening in a browser the information simply shows in a window in game?
Its useful especially for newbies/(5)s getting their first boot, who often get more frustrated than they should about it.

Even without a link, it could be enough to just put a condensed version of that page in the boot message itself. Not a wall of text, just, you know, "Commanders have the right to boot players at their discretion. You can still re-join the game -- simply create a new account with a different callsign and log back in. If you are a new player, with a rank of (4) or less, you have protection from boots, and you should not have been booted unless you were actively hurting your team. Contact enforcement and describe what happened."

Note that if you were booted for serious intentional game-disturbance continuing to do so after relogging may result in a perma-ban of your main-account.
