Global
  -  Countermeasure strengths reduced to MS1.24 levels. This will strengthen all missiles except QF and HK, which had their resistances adjusted so spoofing changes remain the same as before.
  -  MRM2 is now in supremacy. MRM2 and MRM3 both cost 2500/ea.

Belters
  -  Fighters and Interceptors mass penalty reduced from 70% to 50%.
  -  Fighters and Interceptors fuel bonus standardized at 25%.
  -  Sanctuary signature reduced to 40%.

Bios
  -  Several historical BIOS changes removed to find a more a balanced state:
      -  All small ship mass reductions removed.
      -  Payday reduction removed.
      -  Fighters prox and extra minepack capacity removed.
      -  Lifepod riptime reduction and speed increase removed.
  -  Heavy cloak mass reduced to 3 (same as sig cloak)

Dreghklar
  -  He3 yield reduced from 135% to 125%.
  -  Drone and station scan range boosts which nullified faction scan range penalty removed.
  -  Station shield and hull repair bonus removed.
  -  New constructor model.

Ga'taraan
  -  New palisade model (finally fixes doors, smaller scale.)

Iron Coalition
  -  Rescue probe scan range reduced to 500 and signature increased to 20%.

Omicron Hive
  -  Tech base costs reduced to 10K
  -  Tech base upgrades increased to 30K

Rixian Unity
  -  Tactical
    -  Heavy Drones have increased damage but reduced ability to target fast ships.
    -  Stealth bombers can carry Seismic Drones, researched under Tactical.

Technoflux
  -  Beacon scan range reduced to 250 and signature increased to 20%.
  -  All small ship fuel bonuses removed.
  -  Extra ammo on interceptors removed.
  -  New op model.

Personally I dislike yet another change towards similar factions, but I am unskilled.

Offhand, the EMP Cannon change seems totally insane. Exp can galv now?

Yup, does seem like the factions are losing their individuality. Can we please try to keep the "Perk and Penalty" system functioning, rather than makeing all the factions the same ? These bonuses and handicaps do play a role in choosing a faction going into a game. Do we really wanna kill options and scenarios and strategies such as these by making every faction the same ? I'd never ask to have rix rebalanced to have their sbs sig increased, I just know what i might face in a game versus that faction and choose my faction accordingly and play to that strength.

Thank you for keeping up the core I appreciate your work and especially that you do it for free, but please try to maintain the factions individual strengths and weakness.

I think with 5% effectiveness I think its just to slow down the base regen rather then actually being able to blow the base unless you have like 20 ints.
