Currently the article is work in progress. From here, it says that the centerinbmp.mdl file is used when the reticle is not in line with the target, but I have experimented with it quite a few times and still I haven't found out what it does.
Anyone has an idea?

Centerinbmp is used when your guns are in perfect accuracy (according to alleg engine atleast), basically when the reticule goes green in default. Henceforth counteroutbmp is used when your target is not in accuracy, i.e. when defaults goes red.

not true.
