Why does Omicron Hive not get automatic adv scouts when upgrading to starbase?
Can this be changed?

Aye, OH is similar to IC in a lot of ways and IC also doesn't get free adv scouts.

I think going from standard scout to hvy scout immediately is a bit drastic
