When I was Docs ZL, this page was updated based on everyone that has submitted code changes to Allegiance. This is why people like Stain_Rat are listed, even though they have not submitted code in several years. IIRC, we just visited each release page (R1, R2, etc) and took the names from the "Coding Work" section.

Regarding the rest of the document, yeah... way out of date.
