You can start by doing what you've appeared to struggle with so far. Read around the wiki a bit.
If you are really interested. Do some reading around the wiki to do with mdl files and stuff.
Here's how to create a new reticle for example .
There are some things you can change and others you can't....

no, that was targeting thingies, I still don't exactly remember how those game about, this was me seeing madp's thingauge, and going (it would be really cool if it was in color) bats*** nuts on it, and pixel arting in a color pattern

I myself use the highres asteroid, background, mines and explosion mods. I also had a custom HUD and reticule I made myself. =D

Yes!
You're not limited to graphics either... there are user interface mods (CortUI is the essential one) and lots of other things!

One thing I recommend all new players is improved chat packs.
I use
Badp's chat pack , TE variant, with my own little improvements to boot.
