Yes
Most of the bigger games happen in what we call "Prime Time" which tends to be Europe->US evenings.
You will always find a game around these times. Smaller games happen during the day, but I wouldn't know about that as I work full-time
Yeah, this is the deadest part of the day. Popular time is about 9pm GMT to 6am GMT, iirc.

Usually though, "skill" is used to covertly mean "match the game exactly to my level of competence." Anyone who is at all worse than me should fail utterly (and humorously!) and anyone better is clearly too caught up in the game and their opinions shouldn't count.
Mostly what the said. Also by keeping new players like you we may have enough people to have fun game during EU mornings!!
