Turkey, halving miner capacities slows down econ across the board however. True, it's fair across factions in that regard, but people won't like changing the tempo of the game. The triple change doesn't do that. With regards to factions, if they (let's say Giga vs others) are competitive now at normal resources, then that just means one can upset the balance by simply changing to Scarce. Resource settings should not confer an advantage to one side.

Phoenix's post also demonstrates other factors such as total money and map size, but total money tended to be fairly constant and common map sizes fairly similar, back in the day.

Telling miner AI not to return home with more than 5%-10% of the cargo hold empty is another idea, simple to implement, may work well... but needs testing and is a code change.

The across the board change that is fundamentally just halving the capacity of all miners is interesting. It does make the capacity far more important and that could be a good thing. In order to compensate for it, there could be a slight increase in the value of HE3 across the board aswell, but nothing like a 1:1 change so every load was just as valuable.

The calculation for maintaining a normal economy would be something like.

(Time spent moving to new systems+Time spent moving within an established refinery system due to capacity)/Time spent moving to new systems-1
that would be the % the yield or value would need to be increased by in order to maintain a normal economy.

Unless I am mistaken, that means about a 10% yield or value boost across the board would compensate for the 50% miner capacity reduction.
