I think it's the other way around.
If you are low on money, or wish to save what money you have, you could sacrifice having either less turret gunners, or have cheaper turrets.
A ship with no turrets at all would cost less than current ships.
It might also grant a reason to use AC instead of skycap, having a significantly lower price.
One possible downside is that, if bombers are cheaper to offset the turret cost, then mass bomber rushes will be easier to fund.
