Rix tac is a complicated enough endeavor, I don't think this is too much of a perk for it, making the scans equivalent to the their comparable techlevels (mk1/2/3)
i forsee this having an almost negligent effect against sup, but a forsure increase in effectiveness against exp and tac.
can we get this into the changes for CC_06 and see how it turns out?

Anyways, point of interest: drop your shields when bombing vs rix tac (for the scouts only). The CD will be unable to target you unless it's within 800 (600 for adv scouts) meters. Oh and don't bring missiles.

Another reason why I suspect rix tac should spike full-speed bombers instead. You move aside of their incoming path, drop one rack of CD3 when the bomber is at 2k, then drop another one and start sniping.
