Booting vote
What Jarvis said. Tribes2 has similar problems, similar in concept to Alleg but an FPS. It's impossible to boot griefers or unify the team, and the griefer also has the option to try to boot you - Then it becomes a 50/50 shot as you play boot vote tennis waiting for ppl to get annoyed at all the votes.

I agree with the commander keeping complete control over his players. If you get booted, who cares, it's a game. You probably have something more productive you could be doing anyways.
