It wouldn't do much for most factions, but I would definately buy it for dreg or tf. Maybe even IC if the money settings are high enough. And giga, if I feel like bleeding an entire sector dry with a one miner.
I don't think any special cost or research time rules would be necessary, it's just that yield will be bought first every time. But that's no surprise.

As has been previously observed, this really only helps factions with a miner capacity nerf (Dreg, Belters, TF), as most map/settings combinations put less than 90 units of He3 on a rock. With Dreg's 1.35 yield and Belters 1.25 yield, this is a significant perk to factions that are not terribly weak. Ditto with TF's mining speed.
