As I understand it, at present there is absolutely no reason to buy faster He3 unless you've already bought He3 yield. The math of it being: if normally 10 units/sec He3 equal $10/sec, then faster He3 will give you $11/sec for 11 units He3/sec, while yield GA will give you $11/sec for 10 units He3/sec (I changed the numbers for clarity). Yield also means you carry more money per miner load, and of course you get more money out of what limited He3 might be available.
I propose creating a slight trade off. For example, increasing faster He3 GA from 10% to 12%, and decreasing He3 yield from 10% to 8%. You don't want to increase one and leave the other as is, because that would be a buff to Expansion. Of course, any nerf to He3 yield might reasonably be considered a nerf to Expansion, because at present buying faster He3 is not common, at least not in the early-mid game.

He3 Speed ga is only really needed in a few situations, 1, you are dreg, 2, they have lots of miner offense so you want your miner sucking rocks quick as possible, 3, your TF and you want your miner just to touch a rock to suck out all the he3.
The advantage of He3 Speed is that your miner can get more he3 quickly which is good if they have a big miner offensive, but yes yield ga is one of the lesser bought ga's

It occurred to me that speed meant less time at the rock, but I didn't realize that anyone actually bought it for that purpose. You could get the same amount of money in the same amount of time spent assault mining with yield GA, you just pull your miner out before you're done rather than draining the rock. The only conceivable advantage to faster GA is that if your enemy takes your assault mining sector, there's less He3 left over for them to assault mine.

He3 Speed:
Reducing the time the miner needs to mine he3 at a rock.
mining time = 90 * Miners capacity / Faction He3 Speed / 1.1 <He3 Speed 1> / 1.1 <He3 Speed 2>
examples:
TF miner: 90 * 0.55 / 2 = 24.75 secs
Rix miner: 90 * 1 / 1 = 90 secs
Dreg miner: 90 * 0.75 / 0.65 = 103.85 secs
Giga miner: 90 * 1.25 / 1 = 112.5 secs
He3 Yield:
Increasing the amount of money you get per he3 unit.
credits = he3 units * 80 * Faction He3 Yield * 1.1 <He3 Yield 1> * 1.1 <He3 Yield 2>
examples:
TF miner: 1 * 80 * 1 = 80 credits
Rix miner: 1 * 80 * 1 = 80 credits
Belters miner: 1 * 80 * 1.25 = 100 credits
Dreg miner: 1 * 80 * 1.35 = 108 credits
He3 is converted to money at the ref/base, so you can finish yield research and it effects the whole miner load.

The history of open-source Allegiance is paved with the bodies of dead code branches, forum flame wars, and personal vendettas. But a community remains because people still love the game.
So, yield has measurable advantages, but faster has some sort of psychological advantage. That's stupid.

mining faster gives you money faster
in amount of time X the team with speed GA will have more money than the team without it (assuming they are the same in other respects - faction / yeild GA / free mining / rock distance)
to exaggerate a little (ignore travel time/ assume that is taken into account and deducted from the mining time)
if my miners take half the time to mine a rock as your do, in the time it takes you to make one load, i will have made two, so i will have twice the money as you and thus better tech / more bases and i will win

That is unquestionable, mp. I'm not saying that faster GA is useless, far from it. I am saying that the only reason to buy it is if you already have yield GA, and I think actually having to decide which to buy first would be better, much like having to decide between Ship Hull and Missile Damage.
