I have a horrible idea: How about a carrier-like drone that comes up with a bomber icon on the radar/F3/mini-map? It could be used to briefly confuse and distract the enemy while a real bomber run is prepared -- without tying up any actual pilots, since it would act like any other drone, and could just be ordered around through F6 or F3. Obviously, it would only LOOK like a bomber, it wouldn't actually attack bases or, indeed, do anything at all except fly around and briefly scare people.
Until they notice that it doesn't have a pilot's name attached, I suppose. Alternately, it could have a generic name that sounds like it *might* be a pilot, but isn't really.
A Decoy Bomber Drone
I think commanders may be able to catch those as fake pretty easily from F3. Perhaps giving them actual base destroying capability (Maybe like a carrier fig bomber, having to reload AB1s with every shot, and useable as a small rip) would make commanders actually see them as somewhat of a threat, while giving it more use for the attacking commander. (also sending in said carrier in another sector after the bomb run and ripping the nans there could be useful..)
... Although this is a different/more offencive idea than yours posted.

As a real or imaginary threat, it's easily done. Try buying bombers with the dsc core on the beta server to try it out (you can even have scout drones nanning the bomber).
Chance that CC developers will incorporate bomber drones in their core = 0.0%
