Version problems

I have to admit im new and i have a problem

when the download was complete it showed an error and requested me to download ANSI version
my question is where is this ANSI version i have been looking but never found it??

Please fill out the template in this page and post it here so that we know the OS version and other data to work with. Also, it would help if you could post the exact error message so that we may be able to look it up.

Here is the error i get.

Can not run Unicode version of ATL71.DLL on Windows 95, 98 or Windows me.
Please install the ANSI version

I have a windows me so my real question is where can i get the ANSI version?
