What tech is considered junk (nearly universally)? I'm looking for things that you would never buy as a commander (except maybe as a prerequisite), that you probably won't bother to pick up as a scout, etc. Here's my list:
Retro booster
EMP mines
EMP cannon 2/3
Dis2/3
EWS2/3
Nerve Gas
QFs (all of 'em)
Seeker 1/2 (but NOT 3)
Seismics
The idea is that all of this @#(! needs to be either buffed or deleted.

Usually though, "skill" is used to covertly mean "match the game exactly to my level of competence." Anyone who is at all worse than me should fail utterly (and humorously!) and anyone better is clearly too caught up in the game and their opinions shouldn't count.

I will pick up nearly any tech if it's floating, and there are a few things that you listed (Dis, EWS) that I see the purpose in buying.
The techs I consider a true waste of space:
Quickfires
EMP Mines
Seismic Missiles
Most boosters (Lt, Regular, and Heavy are good for me)
CM 2/3 - I've never bought them or seen them bought, and I don't really notice much difference if they do happen to be around

Hmm I think CM 2/3 are useful against Tac, it's pretty high up on my "buy" list when I try to bomb their Tac.
I can't recall ever seeing Adv Miner bought, but that's probably because we always play on medium sized maps where you run out of He3 to mine anyway.

I pick up any tech if we are belters or have that techpath (and i'm scouting). Also, i research EMP mines when i comm tactical, damn near every time if money allows it after utl2/hunt3/cloak3. I wouldn't get Troop Transport unless i'm getting HTT's, i wouldn't buy emp cannons unless we 'really' needed it like for anti Pheonix or SY needs.
I never buy Medium Shields as commander unless i really am forced to, just because i don't wanna give the enemy free shield upgrades to their miners/cons/bombers/htt's . I also tend to not get Small Shields either, unless we went Supremacy and the enemy didn't (same reason as medium shields really, don't like giving free upgrades to enemy ships).
but yeah, top of the list is retro booster. It doesn't even slow you down quickly when used as instructed, the enemy can cut power and stay behind you =(

EWS2/3 - these are nice to have when it can be afforded. probes win games. ews2/3 kicks ass and takes names.

Seismics - strategic rock killing and sector denial. will prob be used more when it takes less to kill a techrock.
