See this is a wonder oppurtunity for everyone at both the squad and player level to exercise their right to count in this matter by simply voting with their feet.... Think about it.

Once formed, a squad is expected to play three Squad Games against any other Squad for full recognition.
For these games to count, both sides need to have ten or more players.
Naturally it is then expected that a squad will continue to play regular squad games and participate in squad events.
